$51.50 Fraudulent Charge for a toll I paid in cash at the Toll Booth

I received a letter from E-Z Pass Newark, N.J. Claiming that I didn't pay the $1.50 Toll. However, I am certain that I did pay the toll in CASH at the toll booth. Their letter shows a picture of my front fender displaying my license plate, but this simply proves nothing other than a hidden camera took a picture of my front fender. Now they are demanding I pay a $50.00 "Administration Fee" in addition to the $1.50. I was not given a receipt for payment.
