Ripoff, did not deliver 2 r/t airfare tickets with delta airlines after filling out form & sending $20.00 fee

Bought 2 R/T fly anywhere certficates from an E-Bay seller (cuong tudo). Received, filled out certificate (serial #1091090) along with $20.00 handling fee to address suplied on 12-9-03. Have not heard anything. I'm out $99.98.
