Paid in full, $3,010.86, for a Carnival cruise to the Panama Canal 9/15/08. On 12/29/08, received notice from travel agency that cruise line would not be going to the Panama Canal. Cruise line offers full refund without penalty if notified within 24 hours of a port change before sailing on their website. I immediately notified the travel agency that I was not interested in a cruise that WAS NOT going to the Panama Canal. Carnival refunded my money, $1,626.86, through the travel agency. Travel agency has withheld $1,384.00, without providing an explanation to the charges nor have they provided a copy of their cancellation policy. Numerous emails have not been able to pry this information out of them nor have complaints to the Better Business Bureau, which they have ignored. I'm trying to understand the workings of a travel agency that would have a cancellation policy in conflict with the cruise line they represent. Travel agency was providing one night hotel stay, breakfast, and transportation from the hotel to the dock for a party of 2. Don't travel agencies have a cancellation policy in the contracts they make with the hotels, etc? Are all travelers made to accept port changes BEFORE sailing with travel agencies? What are my rights as a traveler? I can understand if there is a port change due to weather or mechanical difficulties AFTER sailing but not BEFORE.

I was diligent in notifying the travel agency via phone immediately upon receiving their written notice in the mail only 2 1/2 weeks prior to sailing.
