William Troyanoski has a process of refusing to pay vendors and then "negotiating" them down so he gets a discount on the services.
He has done this several times before, with vendors in New York, Pennsylvania and California.
I suggest not doing business with this man, or if you do, get payment in advance and get it all in writing.
