Multiple invoices after the contract is signed and paid in full and boat is loaded onto the ship

Allibrasil worldwide shipping, owner Keith smith, quoted $14,500 to ship a boat from Long Beach, CA to Brisbane AU. A contract was sent over, signed, and the boat was delivered to them at the port in Long Beach, per their instructions. Keith did not notify anyone of where the boat was after that (the ship, still at port...). After multiple email attempts to Keith, rather than a clear response, an invoice was sent for $9800! Keith would not pick up the phone, but rather would respond via email only. He said that the expense was for 'incorrect measurements'. The yacht brokers who sold the boat helped the new owner of the boat examine the measurements taken vs what was written in the contract, they were all SPOT ON! After a lengthy argument, Keith decided that he would drop that attempt and instead asked for $1900 for 'delivery to port', which he said is not included in the contract. He said that a 3rd party company had to deliver the boat from the location that he had provided as 'port' to a different 'port' 3-4 miles away, and that was an additional $1900. Once again, an argument ensued. After speaking direct with the trucker who did the short delivery, it was determined that the huge majority of what he did was secure the boat onto the ship, which is clearly covered in the $14,500. Although not convinced any expense is due, the boat owner offered Keith Smith $500 to settle the invoice. Keith agreed (Keith threatened to hold the boat in Australia if the problem was not resolved, so $500 was worth it). The new invoice was requested to have the language 'no further charges will be made on this delivery and the boat will be released to the owner in Brisbane, paid in full'. 8 days went by and no word from Keith. Finally, after a few more email attempts and phone calls, Keith sends ANOTHER invoice, this one for $3000, for what he describes as 'transport expenses'! He was requested to immediately supply the name of the ship and a phone number to contact them direct, no response yet. Supposedly, the boat is on a ship, but no one knows exactly where it is, when it arrives are how many more of these bogus invoices are going to be sent in the meantime. Hands are tied because the boat supposedly in the middle of the Pacific. The boat owner and the yacht broker in California are very frustrated and not sure of what to do, but based on this transaction, I would never use Allibrasil Worldwide Shipping. They underbid the job to get the job, fuel prices went up after they signed the contract and their rate when up, so they are fraudulently trying to pull more money from anywhere while holding the boat hostage.
