Probus Research Took my money and didn't send certificate with phone number and e-mail disconnected so I can't reach them

I ordered a birth certificate and paid by credit card on-line. I received 2 for e-mails requesting a fax of photo id which I faxed. I continued getting e-mails saying my id hadn't been received. I attempted to call and e-mail with the number and e-mail address being disconnected. They have pocketed my money and haven't fulfilled their end of the contract.
