Cesar Larios is a scammer. Our company approached him for a design after he had successfully designed a beautiful logo for one of our subsidiaries. He provided very poor concepts that looked like a 3rd grader created them. I could have made something better in paint. Stupidly I gave him a second chance to create a design. His 2nd attempt was not as bad as the first but still horrible. He offered me a full refund being the Legal Officer. Today, the executive for that branch of the company contacted Mr. Larios and was told he would only be getting part of the promised refund.
