United States Postal Service denied refund of shipping label, Obnoxious Reps, Will not forward to supervisor, unwilling to help customers

For starters I am fairly patient speaking with customer services reps. Usually they try to be helpful and for the most part they remain courteous. Now with the problem I have been buying and selling numerous items on ebay for a while now. My situation is I sold an item and printed a label via USPS through paypal. I dumbly packaged the items in a priority marked box but printed a parcel label. Usually I make sure I don't do this but when many things are being sold I am a bit more concerned with shipping out the items on time. So I have the labels printed and taped to the box. I bring it to my local post office in upstate NY and they inform me that this cannot be shipped in a priority box with a parcel label. Fair enough, I apologized for the mistake and I decided to have a priority label created and I would later that day void the parcel label. So I did just that, just as a note, I was within the time frame for voiding the label. So I get an email a day later or so stating that my request for the void was denied. Ok, so now I have two labels to the same place on the same package, one adhered on top of the other. I Called paypal twice, USPS three times (customer service), and the USPS local post office. I also noticed that through paypal, the label said it was delivered??? It should not have been since I saw the clerk adhere the priority label over the packaging. So the info I got, from paypal, they cannot authorize payments, only request them. The Clerk at the local post office stated that they cannot issue a refund at the window. I called customer service and the receipt I received from the post office is not in their system. So they give me a new number to call 1800 344 7779, when I talked to paypal, they also gave me the same number. So I give then a call and try to explain my situation. The first time they were quite hostel and claimed that this is paypal's responsibility. They said that they respond to click and ship only. So I called paypal and they confirmed what I thought, they can send the refund request to usps but usps must accept the credit. So I call usps again, the 7779 number, this time I am better informed. Try to explain my situation with little luck, they seem to hear the word paypal and immediately tell me it's paypal's responsibility to refund me the label. BTW, it was very hard to talk to these people, two of the three people I talked to started yelling into the phone as I was trying to explain my situation, they kept repeating this is for chick and ship only, it's not out responsibility. Yes, they did shout into the phone when I was trying to talk, I actually had to increase the distance of the phone from my head ;). So before I start shouting I ask to speak to a supervisor, I finally get a calm response from the rep and I was immediately forwarded to the supervisor I thought The phone rings and its PayPal's automated answering system. Now I am getting a bit upset. The Price I was requesting for the voided label was definably not worth the headache I was going through but it's a matter of principal at this point. So I call again with a different tactic, I stated I would like to talk to whomever makes the decisions regarding denying or approving a label void request. After a few minutes of trying to avoid using the unspeakable word paypal, I finally had to tell them where I printed the label through. So now I get the whole it's paypal's responsibility lecture again, at least this time the rep was not causing me to pull the phone away from my head, she was still quite agitated though, and extremely unwilling to help. After a bit more discussion, basically me asking to who denies or accepts void requests, because I would like to speak to them. I was told that no one does this and I need to call paypal since they are a 3rd party vendor. After that my call dropped because of the horrible cell phone reception I have. So I figured out this is a hopeless cause. It definitely sounds like a rip-off so I decided to post this, just in case someone tries to ship something where the postage is expensive and need to void their online label.
