No promised refund check for 4 months Internet

Since October I have been promised a refund of 29.98. I was told it would take 2-4 weeks.By December I called again. They told me I would receive my refund in 2-4 weeks. A total of at least 7 calls were made and to date I still have not received my refund. I was last told the check was mailed on 2/26/09. No check. I find it hard that a long-time customer has been treated this way for $29.98. I have nowhere else to turn so I would really appreciate your help in this matter - Thank you, Joy
