Refuses to refund Promised down payment

My sister found out about Knot Just Yet through their website. The idea sounded amazing and after speaking with Eddie we decided to book.in order to do so we were told we needed to send our down payment in cash in order to avoid fees. The down payment was for $890. We sent this money in cash. We were told that everything would be taken care of. That they are a great company and would start planning my party soon. This did not happen. About 3 weeks prior to the event which was to happen on May 3rd we decided to call Eddie in order to get things started. He did not return our phone calls. We called every number had for him to no avail. We also sent an e mail on April 23 stating how unhappy we were with the service and how we expected some sort of return call. This did not happen. We were forced to make many more calls and left more messages. The problem was that they already had our money and therefore we were forced to proceed with their services. On Tuesday April 22th we finally got a hold of Eddie and preliminary plans were made. Kelly, my sister, spoke to him and said she had to confirm with me that everything they spoke about was ok. Once I Ok'd it she tried calling him back. Again no return phone calls. This went on till Thursday April 24th in which I finally got a hold of Eddie. He said that he would try to make the reservations I wanted and get back to me. I said so that I am not a pest when will I hear back. He said Friday April 25h or First thing Monday April 27th. I again did not hear back from him. So after a few unreturned phone calls Monday I sent yet another e mail saying how upset I was for their lack of service. I then received a phone call from a woman named Michelle. She was new to the company and listed venues for my party that I never even spoke of with Eddie. At this point I was extremely frustrated since it was the week of my party and nothing they did nothing they said they were going to do. At this point they were unable to get me reservations at any of the 4 restaurants i requested due to the lateness of the date. When I expressed my anger about this they offered me my money back. I said that it was the week of the party and what was I to do? They said they would try again to get me the reservation which they did. Then Tuesday April 29th I had a final phone call with Eddie to go over details. I told him I was uneasy about his services since thus far they had not done what they said they were going to do. He said he was unable to give me 1 phone number of a limo company b/c they use a dispach service I was also told that I had to overnight the remainder of the money which was over $2,000 and he wanted a personal check. No credit card would be taken. I told him this made me nervous due to the nature of our encounters. He told me I had 2 choices. 1 to overnight the money and 2 he would give me a full refund. I then told him I had to speak with my sister to make the final decision. I did this and called him back with in 5 minutes and said I wanted my money back. His response was "are you kidding me!" and i said that he offered. I said I was in no way confident that a limo would actually show on Saturday and I wanted my money back as promised. I was then told I would get it in 1 to 2 weeks time. At this time I e mailed any e mail address I had and attached a delivery receipt which stated how I wanted to cancel and quoted the converstaion I had with Eddie. After 1 week I called to check on the status of the check and no one returned me phone calls. I waited till the 2 week mark and left more messages to no phone calls back. Friday May 16th I sent another e mail stating that if I do not hear back from anyone that I would be forced to take action. Today, May 20th I finally spoke to Eddie in which I was told I was not getting my money back. He claimed he had fees from the limo company and that he had receipts. Even if there are receipts I was verbally promised all my money back from both Eddie and Michelle. If there was going to be any fees then I should've been told that from the start before I was offered a full refund. I then could've made my decision based on that. Also, he had almost 3 weeks to return a phone call or e mail in which to discuss the check. He chose not to do so.
