I was told that if I provided $298, that I would receive a grant to start a business within 6 months or my money would be refunded immediately

I was promised a government grant for a small business within 6 months for a $298 fee. They indicated that if I did not receive a grant within that time frame that my money would be refunded immediately. Several attempts have been made to bring closure to this situation, but they act as if I do not exist. They had no problem drafting the money out of my account, why then am I having a problem getting my grant or refund (if a grant could not be provided).
