Lottery Payment Processment, They say I have won an e-mail lottery and they want me to send transfer fees Ripoff

I received an e-mail stating I had won an e-mail lottery.
They want $1550.00USD to transfer the money.
They also want personal information.

I just want to know if this is legitimate or not.
No one seems to know any thing.
Please could you give me some information on this man Alhaji Aliu Ibrahim and if he really works for the Remittance Dept.
Also if this is a legitimate claim for me.
