Company bills for incomplete web transactions and refuses to refund or stop shipment

This company billed me for an online transaction that I canceled before completion; upon contacting them they refused to refund the initial fee and said the shipment could not be stopped. Companies who bill & ship for incomplete transactions should not be trusted.
