Hasn't refunded me for monotoring service

I called the company in August to tell them I was moving. So I no longer needed there monotoring service for my home. I had paid them for a whole year in may. The lady that answered said that the manager wasn't there. So I call the following week. The lady that answers says she hasn't had a chance to speak to the manager because his on vacation until september. So I call in September 01 and she says she don';t think they are going to refund me. So I get angry and hang up on her. Then I call her September 12 and she gives me excuses. So they had me back and forth with excuses for 3 weeks. They charge me for service until September 14 just because the secratery never got in contact with the manager. Also I have contacted them to fix my camaras and no one has come by the house. They had called me saying they would come but no one showed up.
