First, let me say that I found the Texas address by putting "Zero Plus Dialing" in my web browser and it took me to a site for Billing Concepts of FLORIDA, Inc., based apparently in TEXAS! It gives a link to a web site that gives a link to a ZPDI website but you can find NO physical information on the website (Gee... Wonder why?!).
Now, I received my residential phone bill and on it was a $9.00 charge for a TWO MINUTE call billed through ZPDI. I immediately called their number and got the run around from "Chris" that they didn't initiate the call, it came through America Roaming Network. So I called ARN and talked with Troy. I gave him all pertinent information and he IMMEDIATELY said that they would credit the call. While that made me happy, I was not completely satisfied. I asked exactly what this charge was for... What I was told completely floored me!!! He said that it was a COLLECT call from a CELL PHONE and the cell phone originated from a local provider! Now, will someone tell me, please, how, when and why would anyone make a collect call from a cell phone?!?!?! I told him that we were not even home on that day so how could we accept a collect call. No answer from Troy, of course. He also stated that the call could have been from a cell phone that no longer had service. DUH!!! They don't work then, do they?!?! Anyway, while looking on the net for information on ZPDI, I found a number of complaints (not on this site, though). One of the complaints stated that these people had a similar call (NONE have ever been from cell phones) and ZPDI said that they got approval of the call from the ANSWERING MACHINE!!! Can you believe that s*t?!?!? They said that they matched the voice with theirs. Of course the lady said "That's funny, my voice isnb't even the one on the machine."
To make a very long story short, watch your phone bills VERY closely! It appears that they will go to any length to charge you for a call nowadays. Like they don't get anough out of us already!!!
