Over charge on Photo print

I had photos processed and printed at K - Mart and the coust was $6.49 for 12 photos i wanted 4 " and got 4x6, i asked for refund and was told they couls only refund. 10 cents a photo at the total of $1.20 i paid $6.49 cents a ripeoff of $5.19
