Khols gift card cash back policy

I went into my local Khols store and made a purchase and has 10.00 left on my gift card when I asked for the left over cash the cashier said he couldn't give it to me. I then showed him the gift card cash back law that states if there's 10 dollars or less left on a customers gift card they can get it back in cash. The cashier then stated that the Khols cash back policy was different and that it's 3 dollars or less. I would really like to know if that's true or not
