Ripoff, taking money out of acount without permission

I recieved an email stating i could get nokia 6016 free and that i only had to pay 9.99 for shipping and handling they did take that out then i recieved the phone on nov, 8th 2004 then on the 16th they took 136.49 out and i try and contact them they say my number is not in there system
