Letter demands court fees from 2003 and threatens garnishment

I received a letter with my last name that I had over 20+ years ago saying I had these fees, and I have never received a ticket or fine in the state of Oregon. The letter says I owed fees from 2003 and also states that if I don't pay I will have my paycheck garnished.
