Need advice on Bankcard ICVerify Fraud

I'm requesting some advice on what to do concerning my lease, $68.70 / month for 36 months. I signed the contract 1 week before I was supposedly getting the V&L Machine. I never did get the machine and in the mean time, have paid Bankcard for 3 months. Should I stop payment on the allotment? Send letter to Bankcard? File complaint with FTC?
