Detective II Donna Wheeler refuses to pay for PR services rendered

LAPD's Southeast Jeopardy retained EMG to provide public relations and event mangement services for a fundraiser titled "Game for Change" scheduled on July 14 at USC's Galen Center. LAPD paid half of the retainer and promised to pay the balance on July 1. Not only did LAPD cancel the event 48 hours before it was scheduled to begin, but they continued to utilize the services of EMG up until July 15. After EMG inquired about the balance being paid as promised and due LAPD sent a letter refusing to pay.
