East Texas Behavioral Health Consultant LINDA DUGGAN HAS 3 DWI ARRESTS IN DALLAS

It seems to me that 3 DWI's disqualifies someone from being a counselor. This is what law enforcement is saying. Duggan needs not to be reinstated by the Texas board.
