Un-trained dog, some with 2 or more dogs placed

Got a service dog from hsd and it wasn't house broken, it never was trained in what we had agreed it would be and only 2 familys with there first dog due to the others not working out and they had to have more than 1 dog placed not to mention some with no vet care...
