My Money was Stolen

I purchased a subscription for the San Joaquin Herald from a door to door salesman for twenty dollars on February 2nd. I never received the paper. I called and they assured me that the paper would be delivered within 1 week. I waited two weeks and still no paper. I called back again and asked for a refund. I was told that it would be sent to me within 2 weeks. I waited 3 weeks, no refund. I called back again and spoke to Summer. She said she had no record of any refund and that I would have to fax the receipt or I couldn't get a refund. This was news to me. However, I sent the fax. Still no response. I called again on March 18th. This time I spoke to John. He had no idea what I was talking about. He said it would have to be researched before I could get a refund. Also, he said there was no record of my subscription purchase. I really just feel like my money was stolen from me. This does not seem like very good business practice to me!
