Payment PinZoo Instant PIN sent e-mail stating that I had authorized a payment of $199.79. Not true

I have received an e-mail seemingly from pay-pay stating that I had authorized a payment of $199.79 to PinZoo Instant Pin (1-888-697-9833). Description Invoice 198332.

I have not authorized any payment through pay-pal, and have not ordered any services from PinZoo. I already have cell phone service and have no reason to change.
