Ripoff 249.00 deduct from my account. 2000 limit and not recieved card

I was contacted over the phone and presented with a mastercard offer of 2000 dollars and no interest for 3 years. I agreed and 249.00 dollars was deducted from my account on October 15. They said I would recieve my card in 10-15 days. I have not recieved my card and the customer service number they give me 1-866-784-0260 that I have called numerous times never able to speak to a live person. I have been scammed and I want my money back!
