He promised to pay for my writing services in full, but I have never heard from him again except when I told him I am filing a complaint. He told me to go ahead

On August 17, I contacted Mr. David Bean, who advertises himself as a financial advisor who owns Exodus 2 Freedom and works for Maturing Words Ministry, and whose address posted on his website is 1019 Jamison Avenue. North Little Rock Arkansas 72117, to offer him my writing services in response to an advertisement he put up on the Craigslist Manila website. He replied, saying he was looking for somebody who could ghostwrite an e-book on student loans. We settled on terms of $1 per 100 words, but had no explicit agreement as to when he would send the payments.
After I have submitted the Introduction of the book, he promptly and voluntarily sent $20 to my PayPal address, saying he appreciated me and was willing to wait for my submissions because I was not "money-hungry" like others. After I sent the first chapter, he again asked for my PayPal address so he could send the payment but I never received anything. Admittedly, I failed to make timely submissions as I began to prioritize work that was being paid on time. He, on the other hand, made no complaints and still went on to communicate with me promptly about the direction of the book while I continued to work on it, although at a slower pace.
On March 12, I sent him an invoice of $277 for half of the book that I have already sent him by chapter. However, I received no reply. On March 19, I wrote to him again saying that if he was seriously concerned about people's financial welfare, as he advertised on his website, he would not keep on ignoring me. He replied, saying his nieces died and that he will pay on April 15 everything finished on that date. I sent him the finished product at around 9:00 P.M. Of April 15 (Philippine time), but had since then received no email from him.
I sent him an invoice of $472.38 for the entire project on April 19, a few reminders after that, which are detailed in PDF copies of email correspondences between me and Mr. Bean, as well as a PayPal invoice to his PayPal address on April 23. On May 1, I contacted him again saying that I will contact WritersWeekly.com, an ezine for freelance writers, to ask for assistance in dealing with him and file a complaint with the IC3. He replied shortly, telling me that he is in financial hardship and that I should go ahead.
