On April 30th, 1999 we closed on our new Forecast Home. We purchased our home with a $1,000.00 credit for flooring, because we did our own. My parents own their own flooring business and we contracted people to install our product on the 20th of May 1998.By October 1998 we noticed our ceramic flooring popping or not sticking to the concrete slab. Our carpet was also starting to smell like mildew. We then had the tile installer come back to repair the popped tiles. That's when he told us he could not put the tiles back down because we had a bad moisture problem. Our slab was dark in color and moist to the touch. The smell has been unbearable. We then contacted Forecast Homes to let them know of the problem. After many requests and a run around, they finally sent a company called Construction Inspection & Testing Co. - Phone # 861 W. North Ln. Phoenix, Az. 85201 on Feb. 2,1999 to do a moisture test and the results were as follows: Bathroom 8.7 and our kitchen was 9.4 pounds of emission lbs/1000sf/day.in their report it says that most flooring materials should not be put down if the moisture level is above 3.0 - 5.0 without sealing of the slab. Forecast then brought in plumbers to detect a leak in our pipes and sewer as well. They performed pressure tests, using headphones to listen to our pipes and found nothing. They then brought in a dehumidifier to run inside our house. We used it for 3 weeks drawing out 2 1/2 gallons of water each day. Finally Forecast hired Construction Inspection & Testing Co. Once again to test the slab and we found that the level of moisture was even higher than the first test. On March 26,1999 our results were bathroom 9.3 and kitchen 10.2.in April 1999 we contacted the Arizona Register of Contractors to help us out because Forecast wasn't doing anymore about the problem. We met with James Walsh from the state and Neil McFadden from Forecast Homes (who is our superintendent). James did not help us because they said we did our own carpeting and tile so we are responsible for the slab. How could this be? The slab was part of the home the builder sold us, our home is sitting on the dam foundation! The foundation cement is defective! Forecast agreed to put a perimeter drain system in around our house and to do a core sample on our slab. They have not done either; and we still have a problem. We have our own dehumidifier now and it's still pulling 2 1/2 gallons every 22-24 hours. To top it all off Forecast is not doing their yearly warranty work on our house. April 30,1999 was our year. The purchase price of our home $ 136,190.00 before flooring & installation which ran approx. $10,000.00 We also paid $1600.00 for 2 x 6 construction on our house and Forecast only built the out side walls with 2 x 6 and gave us 2 x 4 trusses! We also paid $ 600 for semi gloss paint and they painted our 3 car garage with flat paint. We also paid $500 for R38 installation in our attic, and they did not do that either. The installation is all uneven and no measure stick up there to measure their work. We need to find out what the problem is and have it fixed. Forecast should stand behind their work.
