No Help For Seniors

My father is a 62-yr old man who has been living in the same place for several years. He's always had the same account for his electricity service. On his most recent power bill he incurred some new "tampering" charges. There were several different charges totalling in the neighborhood of $275.00. The $275.00 was not including his power bill. This was added to his power bill sending his total up to more than $500.00.

When he called to talk to someone about Oncor they said they charged him because his meter had been "tampered" with. My father lives by himself and he's a 62 year old man. Why in the world would he try and tamper with his own meter? Especially considering that the bill was actually a lot MORE than usual. Obviously, someone else did this to his meter. He does not make a lot of money and now is stuck with these charges. He's called and no one at Oncor is willing to help him in the matter. Now he's even in danger of having his power turned off because someone in his area decided to try and rig the meter. He even made sure to point out to them that he's been a customer for well over a decade, with no problems. So why would he do this all of a sudden?

Is there any help out there?
