Refuses to pay money that was promised to me when I refer someone to their website. As of now, they owe me over $20.00

People String promised $0.50 for referrals and $12.50 for referrals who upgrade to a premium account. So far, I have 17 regular referrals and 1 premium referral, so they owe me $21.00. It has been months and they have refused to pay me. I have messaged them so many times and got no response. They have not even replied to my BBB complaint.
