Store refused to cash second payroll check

Your TV advertising says you cash payroll checks. So I went to the Walmart store located on Carson & Cherry in Long Beach, CA. The first payroll check they cashed for 2 dollars. So the following week I went back and the clerk in customer service refused to cash my payroll check.
So do you cash payroll checks or not?
