Cash payment machine didn't credit second $20 bill entered

Using the automated cash payment machine at the pump I entered 2 $20 bills. The first one registered as $20. When I entered the second bill, it took the bill and registered $20 total entered. I went into the store to ask for assistence and was told there was nothing I could do and to come back or call the manager the next day. When I called the the next day on Saturday I wass told the manager would call me back. They didn't call, so I returned to the store on the following monday. The manager was in but said there is nothing they can do until the cash is taken from the machine on Tuesday. When I returned on Tuesday night, they claimed that the person to get the cash reschedued for friday. I returned the following Monday and was told by the manager there was no extra money in the machine and there is nothing they could do. I call the Arco customer service number and was told that the cash machines are run by a different ATM company and they have no control over that.
