Took my check cashed it never sent CD's ordered

Ordered a informational CD for $154.70, they required a check. Check
was cashed and CD never received. They will not refund me nor
communicate with me. This is command practice for this company, after I
placed the order and researched them online after getting no product.
The state of CA should not allow companies to set up shop and rip off
hard working american's
