IAA Already sent $60 to claim my $3,178, 000.00, Now they want $40 more

I sent $60 already to receive my winnings of $3,178, 000.00. Now they want $40 more stating this is a cash payout notification and also a Certificate of Entitlement for the cah award of the same amount. I also have received by USP a Mandatory Cash Distribution (payment guaranteed as required by law) for $3,025, 423.00. These letters look very official and I would really like to know if this is a scam or RIPOFF.
