They refuse to accept their own email confirmations as proof of payment

I checked in online the night before my flight and also paid my discounted baggage fee online. (A $5.00 savings per bag if paid online before arriving at airport)
I paid the $20.00 by credit card when I checked in online. I had the option of an emailed receipt, which I opted to receive. I printed out the confirmation as proof that I had paid my baggage fees online.
I arrived to check my bag and although they received my online check in, they claimed to have never received the fee of $20.00 I paid for my baggage. I did both online check-in AND online baggage fees, yet they only received the check-in online. (so they claim). I showed my email confirmation that proved I paid with my VISA.
The ticket clerk said the email was not sufficient proof of payment and claimed she had no record of payment in her system. I was forced to pay $25.00 at the counter to check my bag. The baggage fee total was $45.00 after paying twice!
I was given the 800 number to call for a refund and instead of it being easy, as the clerk claimed it would be, they are denying a refund as they have no record I paid twice!!! I have my VISA statement and my email from usairways, but they refuse to accept my proof and refuse to refund me.
How many people are paying twice for their bags??? I paid twice and they claim I didn't. It is a battle to try and get a refund and they refuse to refund my double payment. The scam is a savings of $5.00 if you pre-pay online, but what good is that if they charge you again when you get there and try to check your bag???
