Consumer rip-off fraud

I found this charge on my statement and never recieved anything
from this company prior.

How was my account number accessed with out my permission? What can be done to keep companies from being able to do this to other people?

I was told anything purchased over the internet was confidential. Now I am affraid to go on the internet again.
