This is another of those mass mailings, with the attempt to look like it was meant for you, and you alone. They attempt to make what they are "offering" too good to pass up.
The only thing I can think that they are after is either your personal information, for identity theft, or a means to string you along, always requesting more money and never getting the "product" that they are offering.
I read another report here about some one getting this letter, signed (stamped) by a Kirsten. Evidently they have multiple people pulling this con, for mine was "signed" by John.
My advice, throw it away.
