Ripoff fraud over 700 victims on this consumer complaints

Consumer first sent me a pre-approved credit card with the credit line of 5,000 plus no apr for 12 months. I had never sent money before but the advertisment was enticing. I sent the money $49 for processing fee and never received anything.

Is it a scam? They sent us a credit card offer with a $5000 limit They want $49 & no way to contact company. Despite the hundreds of consumer complaintss on this company we still don't know if it's a ripoff or not
