Paid $199 to design my web and to be my dropshippe

Company named dropship wholesalers recommended the name of dropship design company which has got several thousand items. They are dropshippers and web designers. They were collecting $199.99 for the services. I used my debit card and paid them on 9/22/08. The company was sending me mails [email protected] I had few questions and sent them the mails to [email protected]. I never got any response. So I demanded the refund. They have not paid. This is nothing but a grand scale ripoff. I also have written that I would be willing to pay handling charge of 10% or 15%. No response. This is a clear ripoff
