Edward Okpa of Okpa Appraisal Service was hired by Keith Devoe, Devoe Investments, Inc. On June 17 to complete a Commercial Land Appraisal for a property I am purchasing in Mesquite Texas. Edward Okpa of Okpa Appraisal Service was to complete the report by June 20 with a down payment of $1,500 and with an understanding that if he finished the report by the 20th, I would pay him an additional $1,000 and he agreed. The total charge for the report was $3,000. On Friday, June 20, I called him to find out the status of the report and he said he did not finish the report but would work on it over the weekend. I called (numerous times) Monday, June 23 and at approximately 5:00 pm, he answered his phone and stated he had not worked on the report and had been out of town for the weekend, but he would complete the report that night and have it Tuesday for me. I have never heard from Edward Okpa again. I guess he had a great weekend on my $1,500.
