Has not sent me my card yet but has cashed in my $49 cheque 9 days now!

Being new in the US, I had no credit background for legitimate Credit Card Companies to issue me a card. I found this company on the web but I'm not sure if I actually responded to them.

In my mail, I received a "certificate" for $5000 credit line if I send $45 or $49 to expedite. I did send $49 and mailed it on the return envelope on 9 November. I confirmed with my bank that they have cashed this cheque already since 14 Nov.

Now, I"ve been searching the Net for their phone or any contact number but I can not find any. Then I stumbled into this site.
