Say I owe a "former" creditor "Chase" $9086.01, asks for banking info to pay

"NCO Financial" wants me to make a payment on an account I never had. They say I owe $9086.01 of a purchased balance and 10% interest. They have my current address but a wrong phone number and they ask that I "UPDATE" my information and bank information to make a payment.

They are offering in this letter a 1/2 of if I accept and start making payments in 3 monthly payments.

Where the heck did this come from. How can I tell that it is fake and what are my options?

I have called the 800-383-4761 number several times in the last 3 days and it never connects me to a human and a man's recording says to leave a message with account number and another woman's voice says all circuits are busy because of high volumn calling.

Do I have to contact these people? I do not think that this is valid or legal.
