Originally this individual's Obopay account was locked because he had three people under his social security number, thus the ID request was asked by Obopay. Account processing was able to verify his ID, so his Obopay account was then unlocked. This is a normal procedure Obopay an other financial services conduct to protect users against fraud and identity theft.
He then did a couple of fast money transfers, which were returned by the bank. The credit card backing up the fast money transfer process was also declined. With fast money transfer he had already received the money, but his account was no good so he never covered it.
He is currently in collections.
