What do I do?

I have a neighbor that thinks he is in "The Dukes of Hazzard"

He's got this old black "racecar" and races up and down the road. I just know he is going to hit someone. The law has been out there, I have videotaped him and still they can't/won't do anything until they catch him in the act.

So almost every afternoon at 5:00 he "works" on his "racecar" until 8:00, sometimes 9 or even 11:00pm. I live outside of the city limits, so there is no noise ordinance until 11:00pm, and apparently he knows this. We bought this house in August and the previous owners never said anything about this. Shouldn't they have brought this to our attention?

We have horses and like to go on rides around our neighborhood, but we just can't take that risk of him not seeing us when he's racing around. And it is apparent that the law isn't going to do anything about it.

Any ideas?
