Walmart Gift Card

Eceived a phone call on 7/22 saying I won a wal-mart $100 gift card. I only had to pay 6.99. They took it out of my checkbook then, I asked if this would be repeated, they said no but another $6.99 was taken out today (August 20th) and I have not received the gift card. What do I do? Should i notify my bank and have a stop payment put on this? It will cost me more than they take out but it looks like they are going to take it out every month.
