Unusual High Bill

On April 23rd I replaced my A/C faulty relay by certified technician in the state of Virginia due to a cooling problem. When The A/C was not cooling as it supposed to be, I received an unusually high bill from Virginia Dominion. On June 6th, I called him back to have him check the A/C again and he made the A/C work, even though he suggested to me that the sequencer needed to be changed at some time in the future.in between this I called another certified technician and asked him to check my A/C and told him about the high bill and replacing the relay. He told me that it had nothing to do with the increasing speed of the meter; obviously technicians have to turn off either the fuse or the power brake before they do the job.
The Virginia Dominion power tech came and tested and said nothing is wrong with the meter! Knowing that, even though I didn't consume the power that I was being charged for, I still had to pay?
Any reasonable person in the company can look at my bill history, and come to the conclusion that something must have went wrong. If I consumed the power I was being charged for I would have payed, but I did not consume all that power. Asking me to pay, knowing it is unreasonable, is clearly a scam!
