Has a hidden handling fee, despite clearly saying they don't

I tried to sign up for their online traffic school because I got a traffic ticket in Los Angeles.

The site says "No hidden fees" and "FREE CERTIFICATE". I tried to sign up and entered all my information and went through the whole process. At the end of signing up, they charge a mandatory $5.95 "Standard Processing" fee.

There are other online traffic schools that don't do this. I found one for $13.50 and would list it but I don't want it to look like I am shilling for them.
