Collected deposit fee to begin web design job, stopped communicating, refused to refund and never delivered product

I paid Bartel Wech of Red Diamond Digital and formerly of FM Webmsaters to create a website for my company. Bartel Welch collected my deposit fee and did nothing more. He stopped responding to calls and emails. My initial requests for a design map and development updates were ignored. I then began requesting a refund, those requests were also ignored. Upon further research, I learned that he had taken deposits from other small businesses and also failed to deliver.

This Bartel Welch figure is elusive; he bounces around, changes business names, adopts aliases and its likely he does this under the auspice of intentionally swindling hard working business people. Bartel Welch is morally and ethically bankrupt.
