This companyallowed someone to open a credit card fradulantly under my name and charge 753.66! Apple products

I get a bill in mail from billmelater for 753.66 for an apple product. I never bounghtor opened this. Apparently this is a paypal company I've neverheard of but paypal says they are separate from them. HOW does this happen??
