Modern Distributing Systems runs an operation whereby they obtain information about your company (name of company representative and model of copier) and then ship toner to your company for your copier. Once you sign for the toner (virtually every company signs for UPS packages without knowing the contents), they invoice you for the toner. The invoice price is roughly ten times greater than the retail value of the toner.
This company engages in this practice across the country. They are located in California, but we have received invoices for facilities in Ohio, New Jersey, Delaware, Florida and other states.
If you pay for any toner (figuring that, well, we DID receive the toner), they will keep doing it. We have found that the best approach is to send them a letter stating that you will not be paying, that if they send more toner, you will just destroy it (without any attempt to return it), and that you have reported them to the Attorney General's Office, the Better Business Bureau and the Federal Trade Commission.
